Technical-Economic Report in Saint-Raphaël, Quebec

Client

Private Corporation

Location

Saint-Raphaël, Quebec

Project status

December 2023 to January 2024

Equinox Construction Services (ECS) was mandated by a private Corporation to develop a Technical-Economic Report regarding the potential purchase of the Arthurville Hydropower Station. The potential owner was interested in confirming the generation capacity of the existing turbines as well as probable OPEX and CAPEX investments that would be required in the short term. A site investigation was therefore carried out as well as a 3D scan, in order to assess the costs that the potential buyer would need to allow for.

‍

ECS assessed and reviewed all the factors required to develop the station’s generation capacity through an energy model, a financial model, the scheduling and permitting requirements, as well as the proposed cost of the power sold.

‍

ECS provided the technical report and counseled the client on the best course of action moving forward.

The Challenge: Establishing the Station’s Generation Potential

One of the main challenges of the mandate was accurately estimating the efficiency and production capacity of the existing turbines based on the available technical information and site conditions.

‍

ECS was required to review the station’s hydrology, assess the existing generation capacity, and develop energy models using both in-house tools and RETScreen. The assessment also included a detailed site inspection and 3D scan to support the evaluation of the existing infrastructure and equipment.

‍

In parallel, ECS reviewed the expected OPEX and CAPEX requirements, developed a CAPEX investment schedule, and assessed the scheduling and permitting requirements associated with the project. A financial analysis was also conducted to support the overall economic assessment.

‍

ECS consolidated the findings into a Technical Report for the potential buyer and reviewed the key considerations and next steps to support the client's decision-making process.

Intervention by Equinox Construction Services

Equinox Construction Services developed a Technical-Economic Report for a private corporation assessing the potential acquisition of the Arthurville hydroelectric station.

ECS carried out the hydrology review, the energy and financial modeling, the generation capacity assessment, the site inspection and 3D scanning, as well as the OPEX and CAPEX cost review, the investment scheduling, and the permitting requirements.

ECS consolidated the technical and financial analyses into a comprehensive report for the potential buyer and provided guidance on the key considerations and next steps for the potential acquisition.

Evaluating Generation Potential and Investment Requirements

Assessing the potential acquisition of an existing hydroelectric station requires the integration of technical, financial, and operational considerations to establish its generation potential, investment requirements, and overall economic viability.

‍

For the potential acquisition of the Arthurville station, Equinox Construction Services evaluated the existing infrastructure through a hydrology review, site inspection, and 3D scan, while assessing the performance and generation capacity of the existing turbines.

‍

ECS developed energy models using both in-house tools and RETScreen, and carried out the financial analysis, OPEX and CAPEX review, CAPEX investment scheduling, and assessment of scheduling and permitting requirements. These analyses were consolidated into a Technical-Economic Report for the potential buyer.

‍

The project demonstrates ECS’s ability to combine field investigations, energy and financial modeling, and project planning to provide a comprehensive assessment of existing hydropower assets and support informed acquisition decisions.

“A comprehensive assessment allows the potential buyer to understand the station’s existing performance, future generation potential, required capital investments, and key project considerations before proceeding with the acquisition.”
