Project status

Inspection carried out in July 2024 Report submitted in August 2024

Equinox Construction Services (ECS) was mandated by the City of Saint-Eugène-de-Guigues to undertake a Statutory Inspection of the dam X0002998, including a visual analysis of all components, including but not limited to the piers, closure dikes, beam handling systems, retaining and gabion walls, access systems, the discharge canal, the upstream impoundment, the downstream reach, and the tailrace invert.

‍

Following this inspection, ECS prepared a Statutory Inspection Report which included, among other aspects, a description of how the inspection was carried out, ECS' observations documented through annotated photographs, recommendations with respect to the dam's current condition and status, and finally a preliminary estimate of the construction costs associated with the recommendations.

‍

During the inspection, particular attention was given to elements such as Public Safety Around Dams, environmental protection measures, and the condition of the dam's structural components.

The Challenge: Inspecting an Operating Dam at a Remote Site

One of the main challenges of the mandate was carrying out the Statutory Inspection while dam X0002998 remained in operation. ECS was therefore required to conduct a comprehensive assessment of the dam and its associated components while taking into consideration the operational conditions and ensuring that the inspection could be completed safely and effectively.

‍

The remote location of the dam in the Témiscamingue region presented an additional logistical challenge, requiring careful planning and coordination to organize site access, inspection activities, and resources. Despite the site's remoteness, ECS coordinated the inspection to ensure that all relevant dam components could be assessed and documented.

‍

The inspection included a comprehensive visual assessment of the piers, closure dikes, beam handling systems, retaining and gabion walls, access systems, discharge canal, upstream impoundment, downstream reach, and tailrace invert. ECS documented its observations through annotated photographs and evaluated the condition of the dam's structural components.

‍

Particular attention was also given to Public Safety Around Dams and environmental protection measures. The findings were incorporated into the Statutory Inspection Report, including recommendations regarding the dam's current condition and status, as well as a preliminary estimate of the construction costs associated with the recommended work.

Intervention by Equinox Construction Services

Equinox Construction Services (ECS) carried out a site visit at dam X0002998 in Saint-Eugène-de-Guigues to conduct a Statutory Inspection of the dam.

ECS documented its observations using annotated photographs and incorporated these findings into a Statutory Inspection Report. The report described how the inspection was conducted, documented the observed condition of the dam and identified recommended actions based on the findings.

ECS also prepared preliminary estimates of the construction and repair costs associated with the recommended interventions, along with an anticipated timeline for completing the proposed work.

The inspection was conducted while the dam was in operation, requiring ECS to consider the operational conditions of the facility throughout the assessment and to coordinate the inspection activities accordingly. The remote location of the site in the Témiscamingue region also required specific logistical planning and coordination to facilitate site access and the execution of the inspection.

Comprehensive Inspection and Actionable Recommendations

A Statutory Inspection requires more than a visual review of individual dam components. It requires an understanding of how the various structural and operational elements function together, how their current condition may affect the dam's performance and safety, and what measures may be required to maintain the infrastructure.

‍

For dam X0002998 at Baby Lake, Equinox Construction Services combined field observations, photographic documentation and technical assessment to evaluate the condition and current status of the dam and its various components and systems.

‍

The inspection was carried out while the dam was in operation, requiring ECS to account for the operating conditions during the assessment. The remote location in the Témiscamingue region also required specific planning and coordination to ensure the inspection could be completed effectively. Particular attention was given to the structural condition of the dam, Public Safety Around Dams, and environmental protection measures.

‍

ECS translated its inspection findings into practical recommendations addressing the observed conditions and potential maintenance and repair requirements. The assessment was supported by preliminary estimates of the costs associated with the recommended interventions and an attestation of the dam's current condition.

‍

The project demonstrates ECS's ability to conduct comprehensive statutory dam inspections in challenging operational and logistical conditions while providing owners with clear, practical and actionable information to support the ongoing management and maintenance of their infrastructure.
